Russia's Federal Tariff Service (FTS) has finally set the tariffs for shipping crude along the massive East Siberia-Pacific Ocean (Espo) pipeline, whose 600,000 b/d first phase is set to open officially Dec. 27-29. Starting in 2010, it will cost Russian oil companies 1,600 rubles per metric ton - or $52/ton at the current ruble-dollar exchange rate - to ship crude to the new Kozmino export terminal on the Pacific, according to a draft decree seen by International Oil Daily. The total will include pipeline and rail fees and transshipment payments at Skovorodino, the endpoint of Espo's first phase, and Kozmino. FTS says a final decision is expected after Dec. 18.
