Russian producer Tatneft has finally signed a deal to raise $1.5 billion from a group of foreign banks to help finance its 140,000 b/d Nizhnekamsk refinery in Tatarstan. The loan will be secured against oil exports, some of which will be taken by trading giant Vitol. The first phase of the refinery is scheduled to start up in December 2010.
