As energy companies brace themselves for the introduction in the US of curbs on greenhouse gas emissions, it is becoming clear that oil producers - especially those with US refining operations - are likely to be hit much harder than companies that generate electricity. Consulting firm Point Carbon notes that recent legislative proposals in the US Congress hold oil companies accountable for both refinery and tailpipe emissions, making them more vulnerable to carbon controls than the coal-dominated electric utility sector.
