Introductory note to ILO tripartite declaration of principles concerning multinational enterprises and social policy

The Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy ("MNE Declaration"), originally adopted by the International Labour Organization ("ILO") in 1977, was amended in 2000.' The MNE Declaration and its amendments were drafted and negotiated by consensus within the Governing Body, the executive organ of the ILO consisting of 56 persons representing the tripartite constituents of the ILO: 28 governments, 14 employers and 14 workers. The MNE Declaration offers non-binding guidelines to multinational enterprises ("MNEs"), governments, and workers' and employers' organizations in such areas as employment, training, work and life conditions, and industrial relations.
