Background. With health care reform looming on the horizon, it is not enough to improve financial performance, eliminate waste, increase operational efficiency, prevent readmissions, and reduce length of stay. A new paradigm of creating value is needed. Clinical effectiveness is a proactive, value-based approach to clinical quality that moves the focus from process measures, such as core measures, to outcomes such as patient-centeredness, survival rates, and profitability. The framework for clinical effectiveness used an innovative business model that combines (a) evidence-based medicine, (b) quality improvement, (c) patient-centered care, and (d) cost-effectiveness.
