Factors Affecting Accuracy of Pretender Cost Estimate: Studies of Saudi Arabia

Cost estimation of construction projects with high accuracy at the early phase of project development is crucial for planning and feasibility studies. Construction clients require early and accurate cost advice prior to site acquisition and commitment to build in order to enable them to take a right decision regarding the feasibility of proposed project. However, a number of difficulties arise when conducting cost estimation during the early phase. This study is conducted to identify the main factors affecting accuracy of pretender cost estimate in building construction projects in Saudi Arabia from owners' perspective. 44 factors affecting pretender cost estimate were identified through literature review and discussion with some construction experts. The factors were tabulated in a questionnaire form and a field survey included 32 owners was performed. The results show that the top important factors affecting pretender cost estimate accuracy are: level of competitors in the tendering, material price changes, communications with suppliers, communications with client, and estimating method used. On the other hand, results indicate that timing of advertisement (weather effects), site conditions (topography, access, … etc), equipment costs, material shortage, and type of project (residential, commercial, industrial, ... etc) were the lowest factors affecting accuracy of pretender cost estimate.
