The administration has a mixed record for meeting early deadlines established by this summer's much heralded Energy Policy Act of 2005(EPACT-05)while at least one independent agency is being praised by Democrats for acting ahead of deadlines.The Department of Interior officials are blaming Hurricane Katrina for its failure to meet a 45-day deadline for issuing final regulations regarding leasing federal lands that contain both tar sands resources and oil and gas,according to a Senate source involved in drafting the provision in the legislation.
