Productivity savings - why are they being ignored?

In a culture of continuous improvement (kaizen), the introduction of new ideas to improve productivity are well accepted and are generally quickly implemented. If someone came to you offering an immediate productivity saving of between 10% and 20% for a very minimal investment of both time and money, apart from you thinking they were a snake oil salesman, would you be interested? I have recently been somewhat bewildered by circumstances which I failed to fully comprehend. This is nothing new I hear some of you saying, but in this case they completely defied any logical thought processes - or at least my thought processes, which I had assumed were logical! Here's the situation.
