EU member states call for early EU ETS reserve

EU member states are discussing a proposal for a market stability reserve for the EU emissions trading scheme (ETS), with some countries supporting an early implementation of the mechanism. Member state representatives met in Brussels on 22 July to discuss the European Commission proposal for a supply reserve that would automatically adjust the number of EU ETS allowances in circulation, in order to maintain market stability and tackle an estimated 2.1bn allowances surplus. Under the commission’s legislative proposal, the mechanism would come into force in 2021, at the start of EU ETS phase 4.
