Developing countries arriving at the 18th UN Conference of the Parties (Cop 18) in Doha faced a "climate fiscal cliff," advocacy group Oxfam International's policy adviser Tim Gore said at the start of the conference. Finance tends to attract emotive lan- guage at Cops, and last year's climate talks proved no different. Finance was at the "front and centre of climate talks", UN Framework Convention on Climate Change executive secretary Christiana Figueres said at the start of Cop 18. And UN secretary-general Ban Ki-Moon proclaimed that a "clear finance road- map" was needed to maintain credibility and help progress towards the 2015 global agreement.
