CFTC will oversee 'entire market'

US regulator the CFTC will be able to scrutinise the "entire market" for energy under new rules being finalised by Congress, commissioner Michael Dunn says. The legislation would provide new regulatory authority for real-time oversight of trading on lightly regulated markets, such as Atlanta-based Ice, and the ability to limit and liquidate trading positions in mature contracts on these exchanges (AGM, 28 April, p4). The CFTC has asked for the additional authority to adequately police market manipulation in energy contracts. "Increasing transparency and federal oversight in electronic energy markets is our best bet to deter unscrupulous traders from manipulating energy prices and driving up energy costs," says Democratic senator Dianne Feinstein, one of the bill's main supporters.
