摘要

While the administration of the former oil-for-food program is being investigated by the United Nations under the spotlights of the international media, the United States' General Accounting Office (GAO) published a report on 7 April in which it estimates the illegal revenues derived by the regime of Saddam Hussein from the UN program between 1997 and 2002 at US10.1 billion. This figure is made up of two elements,in fact - US5.7 billion earned from the smuggling of oil and US4.4 billion derived from the surcharges imposed on crude sales and the commissions paid by Iraq's suppliers under the oil-for-food program, which was run by the UN under relevant Security CouncilL resolutions.
