Iran possesses the world's second largest gas reserves after Russia but exploits only a very small part of its potential and its gas exports remain very limited.As regards the development of its oil resources,negotiations are often long and difficult.In the case of fields shared between two countries,this situation can mean that the other country,if it is more advanced than Iran in the development of its oil and gas resources,may pump more than its fair share of the reserves.That is the case in particular of Qatar,given that the South Pars field and the North Field are part and parcel of the same offshore structure and Qatar has implemented numerous projects in recent years for exploiting North Field gas.On the Iranian side,there is clear resentment at what is happening,and from time to time officials voice their discontent about the attitudes of their neighbors.In a recent outburst,it was Qatar that was targeted.
