Branko Terzic is executive director of the Deloitte Center for Energy Solutions. He is also chairman of the UN Economic Commission for Europe Group of Experts on Cleaner Electricity Production from Coal and Other Fossil Fuels. He was also a commissioner at the Federal Energy Regulatory Commission (FERC) from 1993-1994. Argus: Do you expect any significant energy legislation to come out of the current Congress? Terzic: I think climate legislation is possible if it is not labeled climate legislation. Legislation is possible that supports energy efficiency and conservation programs because they have the potential to lower consumer energy bills, stimulate new technologies and create domestic jobs. Such legislation should be able to get bipartisan support even if it has the collateral benefit of lowering CO2 emissions. You could include enhanced subsidies for renewable energy within that legislation because this could be framed to stimulate local economies and job creation.
