Along with the related - but not yet adopted - idea of market-based measures to counter so-called greenhouse gases, EEDI remains one of the most controversial concepts under development by IMO. For its part, class has generally recognised that there are problems with the current EEDI formula and that extending EEDI to other ship types will require a far more work on the formula and some of the thinking behind the concept. LR told Solutions that while the EEDI will apply to new ships only, it will take time for the existing fleet to be replaced by EEDI-compliant ships. In terms of the technical aspects of the EEDI, LR is actively involved in IMO discussions - through IACS, national delegations and other NGOs - to develop the methods for calculating and verifying EEDI. Much more work needs to be done and some aspects may be ready only after entry-into-force in 2013, but the key message is that the index must be fair, not least in the way it is applied by recognised organisations. Given that much is still under discussion at IMO and the working groups, this is a delicate pro- cess and one that has to be done correctly.
