Despite all the support that there has supposedly been for the ballast water treatment convention outside of the shipping industry, ratification of the convention has been painfully slow and even now seems beyond the horizon. Although the number of states that are now signatories stands at 36 and thus comfortably beyond the 30 required, the percentage of the world fleet they represent is only a fraction over 29 and well short of the 35 needed.
