本研究探讨了南非与莱索托两国在实施“莱索托高地水利项目”(LHWP)过程中所面临的挑战。同时指出，尽管挑战不小，超越冲突，开展协作，将大有裨益。南非是个区域性大国，但由于水资源匮乏，从而与高山上的小王国莱索托构成了依存关系。本文深入分析和探讨了项目实施过程中政府换届和政策变迁所造成的挑战，并提出对策建议以确保其顺利完工。即是，项目的挑战可以被克服，却不能导致项目终止。其中，最主要的挑战是控制门的位置定在哪里，以防莱索托单方面暂停水流。
