EU member states are considering various incentives and concessions to entice eastern European countries to agree to headline 2030 climate and energy targets by October. EU heads of state pledged in March to agree on a 2030 climate and energy package by October—giving the bloc a clear,ambitious policy well ahead of UN climate talks in Paris next year.The EU Council reiterated this undertaking after a meeting on 26 June.
