The shortage of organ donors might be reduced by making only people on the donors' list eligible for receipt of an organ, or at least by giving them priority.It is unclearto me why those who decline to donate should benefit from those who do. This would require widespread publicity and education, although few would not understand the principle of no benefit without (potential) giving.
