Over the past two years or say, refiners in the US have run their plants hard, often deferring and minimizing maintenance work in order to make the most of strong margins. There is a famous saying, "You pay me now or pay me later." US refiners have an extra-long list of maintenance projects for 2017 that cannot easily be put off for much longer, but the workforce may not be up for a heavier-than-usual maintenance season. The labor shortage, sources say, could result in higher costs, delayed work, extended downtime and possibly higher risk of accident.
