1. DfT has published a leaflet detailing the street works qualifications that are required by law to carry out, or supervise, works in the street. It explains how to gain these qualifications, how they should be registered and re-registered. 2. The Health and Safety Executive (HSE) has identified several incidents involving foamed concrete which contained Incinerator Bottom Ash (IBA) which may, in certain circumstances, produce an explosive mixture of hydrogen gas and air. CHE Memo 243/09 ft IAN 127/09 clarifies the Highways Agency current position. As a precaution, the use of foamed concrete containing IBA must not be used on any Highways Agency contracts until the HSE investigations are complete and any further research by the Highways Agency has been undertaken.
