The counties have purchased new salt spreaders and snowploughs under the Gershon system.This has enabled them not just to benefit from the savings in terms of cost, but also in circumventing the traditional process of setting up their own negotiating teams. The Highways Agency negotiated a cost for its 500+ order for new salt spreaders and snowploughs taking into account 'economy of scale' and this can be passed on to local highways authorities and their contractors. The other major saving is not just financial, but in administration and man hours.
