Exclusive: EU proposal would make charterers pay for emissions

THE European Union is considering making charterers pay for shipping emissions, Lloyd's List can reveal. Changes to the EU's emissions trading scheme would see a binding clause added to charterparties that passed on the cost of buying carbon allowances from owners. Leaked draft amendments to the carbon market, obtained by Lloyd's List, show the EU would also: 1. Extend the ETS to cover all voyages into and out of member state jurisdictions, up from half, if the International Maritime Organization does not agree a Paris Agreement-compliant carbon measure by September 30, 2028.
