Obama calls for market-based GHG programme

US president Barack Obama’s State of the Union address in February called on Congress to “get back to work on a bipartisan, market-based solution to climate change”. Obama laid out a modest set of energy and environmental proposals to encourage greater use of renewable energy sources, likely because he expects little support for more ambitious measures from a bitterly divided Congress.
