Data hint at California allowance oversupply

New California greenhouse gas emis-sions data suggest that the state’s cap-and-trade programme could be over-supplied until the end of this decade. Emissions from sources that will be covered by the programme starting in 2015 were 353.8mn t CO2 equiva-lent (CO2e) last year, below the 2015-2018 emissions caps, according to California Air Resources Board (Carb) data released on 4 November.
