摘要

The implementation of peoples plan programme has brought a participatory culture to development planting in Kerala. Under the new development paradigm, a through revamping of the existing functions and linkages in the agricultural sector has been affected. The Agricultural Officer, under the new model, is perceived as the most instrumental officer in developing and executing Agricultural Development Projects This, he has to do in a collective and participatory manner combining local wisdom and technical expertise. Further, the officer also has to work as convenor of the task force dealing with the core development sector, namely agriculture. Working under these newly created roles often results in situations were change agents and the target community fail so share the same view regarding problems or their priorities as rule rather than exception. In addition to this lack of appropriate problem, solving approach in such situations reduce performance (Byrnes 1990).
