Latin America’s top national oil companies (NOCs) can no longer aford to disregard the environmental, social and governance (ESG) criteria that state ownership and limited domestic pressure once allowed them to bury in the back of annual reports. Brazil’s state-controlled Petrobras and Mexico’s state-owned Pemex need fnancing to shore up their balance sheets — more so in the Covid era — and most investors are increasingly reluctant to open their purses without measurable ESG commitments, no matter the size of the resource base.
