Moscow—Russia is set to introduce a more benign crude oil and diesel export duty regime in February, officials with the economic development and finance ministries told Platts Friday. From February, the top marginal ratio for standard crude oil duty will be 59% of the international Urals price over a mid-month to mid-month monitoring period, compared with 60% now, the officials said.
