Rio de Janeiro—Brazil’s Petrobras expects its crude oil output to start rising in the coming months and plans to open bidding soon to build two new refineries, CEO Maria das Gracas Foster said Tuesday. Delays in the construction of new drilling rigs, production platforms and supply vessels are at fault for the company’s inability to increase output despite finding some of the world’s largest oil discoveries over the past decade, Foster said during testimony before Brazil’s Senate.
