In this paper, we propose a maximum transmission rate control that can change the maximum trans- mission rate for a host based on the utilization time of corresponding communication session and the change of corresponding locator. In the proposed method, when the utilization time of communication session increases, the maximum transmission rate dynamically decreases. In addition, when the locator changes due to the movement of the host, the maximum transmission rate increases. Such increment in the transmission rate promotes users to regularly change the location, and hence access points of wireless LANs can be utilized effectively. In order to evaluate the performance of the proposed method, we calculate a probability with which the locator changes due to the user's movement to increase the maximum transmission rate. Then, we evaluate the performance of the proposed method with simulation. In numerical examples, we investigate how the number of movements of each user and the utilization of each access point are changed with the proposed method.
