By the method of integral equations, the diffraction of E- and Hiwaves by an infinite cylinder with a smart cover characterized by a normalized surface impedance tensor is studied. It is rigorously shown that the smart cover is a model similar to the McDonald's black cover. A lot of such physically realizable black states of the smart cover is due to transformation of the scattered field energy to cross polarization (the twist effect). In the Kirchhoff approximation, at the co-polarizations, the back-scattering patterns equal zero and, at the cross polarizations, are similar to that of a metal body. The product of phasors of the Incident and scattered fields depends only on the smart cover's state.
