In March 2011, President Barack Obama committed U.S. military forces to an international military coalition authorized by UN Security Council Resolution 1973 to protect Libyan civilians during the armed rising against the regime of Muammar Qaddafi. As of this writing in mid-September 2011, revolutionary forces control eastern Libya and Tripoli, Libya's capital, in the west. However, Qaddafi remains at large, and forces loyal to him continue to operate in a large area in central Libya, including the towns of Sirte, Bani Walid, and Sabha. U.S. actions related to the conflict in Libya have raised significant issues of international and U.S. foreign relations law.
