PC and the Internet which came out to the world in the 1980s have accomplished development with frightful vigor exponentially. This development is a global scale and has affected economical and social structure of the world, people's paradigm of doing something as well as their life style. And the global prosperity accompanied by the information revolution will continue 20 years from now on. The structural reform for modern-science-and-technology civilization has broken Out today. It is the dawn of new civilization now. One of the important elements of this new civilization is related to INFORMATION. An economical or social change of an area has big influence all over the world at the same instant. In order to solve difficult problems, such as resources and population, it is required to process timely the extensive information born by various phenomena of an earth scale, and to understand the phenomenon correctly and to mediate smooth communication. Not only the sunny side that new civilization brings but also the shade side should be considered, and the time to examine the system and to regulate Jacobinical activities has come. It is urgently required to concentrate the knowledge of various fields and to build the field, Informatics, as academic foundation of the information society in the 21st century.
