The shortlist of precise projects that will be revitalised following the multi-billion dollar spending deal between the Nigerian government and foreign operators is close to agreement. The government's upstream arm NAPIMS and the independent oil companies (IOCs) that are joint venture partners are locked in negotiations to decide where the cash will go but certain projects are said to head the list.
