Documenting these non-medical risk factors and ensuring the state's responsibility for them should be seen as central to preventing HIV among injecting drug users. Human Rights Watch has amassed perhaps the largest body of documentation of human rights abuses that increase injecting drug users' HIV risk [1]. These may be divided into two overlapping categories. First are abuses leading to increased vulnerability to HIV. These occur when drug users are forced, most frequently by law enforcement, into situations in which syringe-sharing is likely if not unavoidable.
