John Muir, managing director of Corporate Employee Relations and an author and editor of books on employee relations, looks at the role of a personnel manager. Attempts at a definition of personnel management have changed over the years, and for the better. A leading management guru, writing in 1955 said: 'partly a file-clerk job, partly a housekeeping job, partly a social worker's job and partly fire fighting to head off union trouble.' It was left to the Institute of Personnel Management in 1980 todescribe the activity in more constructive terms as: 'that part of management which is concerned with people at work and relationships within an enterprise......it works to bring together and develop into an effective organisation men and women who make up an enterprise......to enable each to make his own contribution to its success.'
