Modification and expansion of a sugar production plant from a legal point of view - Demonstrated with the example of the Anklam sugar factory in Mecklenburg-Vorpommern

The expansion of a sugar production plant requires an adaptation of the existing permissions according to immission law. For this reason, the legal support and control of the expansion project are significant factors for its success. This contribution highlights the key legal aspects which have to be considered before and during an application process for issuing an extension permit. The article is divided in five sections: introduction (1), subject and scope of the application (2), background and challenges of the expansion (3), its legal framework (4) as well as conclusions and recommendations (5).
