Better planning policy and renewed efforts to cut traffic congestion were urged of Government at two Conservative party conference fringe events earlier this month. Centre for Cities' principal economist Paul Swinney told one meeting: "On the one hand people are encouraged to use public transport and yet we have an enterprise zones policy which is principally focused on out of town development, encouraging disparate sites that cannot be served with public transport."
