Major changes to High Speed 2 are necessary to bring down project costs and offer better value for money, according to several leading infrastructure specialists. Commentators were speaking following the release of a National Audit Office report on progress with High Speed 2 and ahead of Government's decision on the future of the scheme. The NAO report says the project is significantly over budget and several years behind schedule (see box). Government has also considered the findings of a review carried out by former High Speed 2 chairman Douglas Oakervee.
