Amendments proposed to EU regulations guiding pipelines entering Europe from third countries are widely seen as targeting Gazprom’s Nord Stream 2 project, although Brussels insists the bill is not aimed at any specific pipeline (PIW Oct.23’17). Under the proposal, all gas pipelines entering EU territory would have to comply with the 28-member bloc’s rules on thirdparty access, tariff regulation, ownership unbundling and transparency — amendments that would limit Gazprom’s control over the Nord Stream 2 scheme.
