Funding problems and geopolitical tensions are delaying Iraq’s ambitious plans to revamp southern crude export infrastructure and eliminate natural gas faring. Opec’s second-largest oil producer is already failing to comply with its production cut commitments after increasing its capacity to a record high of 5mn b/d this year. And it hopes to soon agree long-awaited upstream projects to sustain and grow capacity in the longer term.
