The Kurdistan Regional Government (KRG) and Baghdad have agreed preliminary measures that open the way to a settlement of their long-standing rift over control of crude exports and oil revenue sharing. Iraq’s new oil minister Adel Abdul Mahdi, KRG prime minister Nechirvan Barzani and his deputy, Qubad Talabani, held a “fruitful discussion” on 13 November in the Kurdish capital Erbil, the KRG says. The two sides agreed three measures “as a first step” towards a full accord (WPA, 12 September, p3). KRG oil minister Ashti Hawrami, who has taken a hard line on any compromise with Baghdad, was absent from the meeting.
