The rights of landowners and the need to maintain competition in the provision of appeals services for the private parking sector were key messages delivered by Will Hurley, chief executive of the IPC at the organisation's 2019 annual conference, which was held in Milton Keynes on 12 October. Hurley said legislation that will lead to a single code of practice for parking on private land was the start of a process in which operators and landowners had to be fully engaged. "Even though it now has Royal Assent, the new Parking (Code of Practice) Act is not the end of the story in helping to establish fairness and consistency within the parking industry," Hurley said in his opening address.
