England to opt for maximum 15% CAP transfer from Pillar One to Pillar Two

England is set to transfer 15% of its Pillar One (PI) budget allocation in 2014-2020 over to Pillar Two (P2) -the maximum rate allowed under the new CAP financing rules - according to a briefing paper issued by the Department of the Environment, Foodand Rural Affairs (Defra). The 15% inter-pillar transfer decision, which has still to be confirmed, sets the tone for a CAP implementation programme in England which will place a heavy focus on agri-environmental support rather than income or market support - and also on efforts to keep the bureaucratic 'footprint' of CAP implementation to the minimum.
