Reply to Higgins' (2019) Commentary on 'Positive behaviour support in Australian disability policy, and its future with the National Disability Insurance Scheme (NDIS)' (Hayward, McKay-Brown, & Poed, 2019)

Higgins' (2019) commentary is a welcomed contribution to the Australian positive behaviour support literature. Our reply has been confined to correcting a small number of statements by Higgins before discussing a major element of Higgins' commentary: the continental contributions of Carr et al. (2002) and Kincaid et al. (2016) to the definition of positive behaviour support. We, like Higgins, share a concern for Government's application of the term "positive behaviour support" because of what this ultimately means for people with intellectual disabilities - the provision of adulterated "behaviour support", which is not positive nor representative of an advancing technology.
