The Arctic is generally quieter than the earth's other major oceans, although there is considerable seasonal and geographic variability in ambient sound levels, according to a report by the Arctic Council, an intergovernmental forum promoting cooperation, coordination, and interaction among stakeholder nations. "Ambient sound levels in the Arctic are driven, in large part by sea ice, but also by sound from wind and waves, animal vocalizations, and anthropogenic activities," it concludes.
