In a Utah force pooling proceeding, the Utah Board of Oil, Gas and Mining (Board) has the authority to impose the terms of a j oint operating agreement (JOA) that is (1) in effect between the consenting owners in the drilling unit at issue, (2) submitted by any party to the force pooling proceeding, or (3) submitted by the Board's own motion, provided that the terms and conditions of the JOA are "just and reasonable." Utah Code Ann. § 40-6-6.5(2).
