The Commission issued an order November 28, denying KMC Thermo LLC’s (RP18-1130) complaint against Dominion Energy Cover Point LNG, LLC (DECP) in which KMC claimed it should not be required to pay an electric surcharge. The Commission rejected KMC’s argument that the electric surcharge should not be applied to it because that would subsidize project shippers, and held that DECP properly assessed the surcharge to recover the costs of compression used to provide service at the Columbia Interconnect to KMC under KMC’s firm transportation agreement.
