In March 2016, the city of Solingen (Germany) awarded a contract for emergency services that was divided into two lots to the Arbeiter-Samariter-Bund Regionalverband Bergisch Land eVand Malteser Hilfsdienst eV. Both are public aid organisations that had been invited together with two other public aid organisations to submit a tender. However, there was no prior publication of a contract notice in the Official Journal of the European Union.
