Europe's oil majors won't let themselves be distracted by oil's recent strength and are sticking with the plans they laid out when prices were well below current levels. Rather than channeling cash flow from higher oil prices into new development projects, Royal Dutch Shell, BP and Total plan to hold capital spending at the lower end of the ranges they set after the oil price crash. Any extra cash will go to paying down debt, raising dividends and buying back shares.
